Assuming the drivers aren't the limiting factor, how accurate can dolphin be with the current ES3.0 specification? What's the limit of the feature set?

What's the limit of the feature set?You might want to talk about OpenGL ES 3.1 as it has already been announced and may be used for Dolphin. Sonic already said the only improvements were texture decoding. I was more curious how far we can get with our current feature set. I'm not really talking speed, I'm talking accuracy and how close (or far) from PC we are.
The graphics drivers (aside from dumb bugs that should never have existed) shouldn't affect accuracy that much. The main factor for accuracy (besides any emulator issues that apply to all systems/hardware) is the recompiler. The ARM recompilers are not as accurate as the other recompilers currently. A good example of this is the issue where Wii games did not boot. The issue is not technically fixed, it is simply worked around by just falling back to the interpreter (most accurate) when that particular instruction is called. https://forums.dolphin-emu.org/Thread-metal-gear-solid-the-twin-snakes-doesn-t-work This is another good example of the recompiler affecting accuracy due to missing instructions.
