Error after 5.0-11863

I am having the same problem "IOS_FS: Failed to rename temporary FST file"

It happens all the time when starting up.

I also see this error in the log file:

52:05:368 Common\FileUtil.cpp:287 E[COMMON]: Rename: MoveFile failed on C:\Dolphin-x64-Client\User\ResourcePacks\Packs.ini.xxx --> C:/Dolphin-x64-Client/User/ResourcePacks//Packs.ini: The process cannot access the file because it is being used by another process.

Everything is r/w permissions, no antivirus enabled and I am using a portable installation.
