enabling DX9 help

Just downloaded the 2.0 version and wanted to run it using the performance guide. well....i don't have a dx9 option. the plug-in is there but it won't show up in the menu.

Here is my system stats
Windows 7 x64 Ultimate
AMD Athlon64 x2 @ 2.9 per core
4 GB DDR2 800
NVidia 9600 GT 512MB plus whatever it pulls from RAM ( i think its sitting at about 1.75 GB in video options)

Any ideas on how to enable DX9? OpenGL Glitches badly in Skies of Arcadia
