Enabling cheats freezes Dolphin

So let's say Y isn't used in a GC game, so that means you can't use button activated codes that require Y to be used.

I can't think of a game where a button is actually never used, but even if there were one, Dolphin wouldn't know that. Controller input polling is exactly the same across all games.
