Weird issue I'm having. I'm playing Twilight Princess (GC) and it runs at full speed at all areas of the game. However, when I load a new level/area, it slows down to around 60~80% speed.

Thing is though, when I exit and re-enter fullscreen or alt tab the emulator, it goes back to full speed. I was wondering if anyone else is having this issue / knows what configuration is causing this?

This doesn't just happen in Twilight Princess, but it's most noticeable in this game.

Running Dolphin 4.0 4889
intel i7 4790k
NVIDIA GeForce GTX 760
8GB DDR3 Ram

OP said it also happens in other games, it's just more noticeable in TP

I have it disabled because I don't need it. Like I said, the entire game runs at full speed, it just slows down when I transition areas and it stays like that until I alt-tab in and out of dolphin. It's really odd.

Sounds fishy to me; fullscreen doesn't have noticably different performance for me on my GTX 760.

I have no issues of with fullscreen, either. Maybe I'm just explaining my problem poorly.

The game runs at full speed in full screen, until I load into another level/cutscene.

The game slows down at this point and stays that way. If I alt-tab out of fullscreen and then back into it, it runs absolutely fine again until I load into another area.

It's just inconveniencing to have to alt-tab out of the emulator every time I load into a new area for it to return to full speed.

EDIT: OpenGL doesn't have this problem, however, overall performance is significantly worse, with speeds dropping to ~ 70-80% in some areas.

Can you check your GPU clocks? Maybe it's clocked down on this slowdowns. As fullscreen has another gpu load, the heuristic may change. ZTP uses efb2ram which leads the driver to think that we don't need full speed.
If this is the case, you can likely fix it by forcing the gpu to run in performance mode while dolphin is running.
