Emulator not allowing change (Solved)

Hey there,
     I'm pretty new to Dolphin so I'm gona need some help here. Anytime I try to click on any option, (Config, Controller, Tools, Preferences etc.), another Dolphin window pops up asking me to "Select the file to load". This makes me selct a .iso or similar ROM file in order to even change settings, but when a ROM is open, you can't change a majority of the settings. It does recognize that I have a ROM directory, and things inside of it. In fact, if a ROM is not being played, clicking anywhere on the DOlphin interface will open up that same window as mentioned before. I've tried multiple versions and even a the latest stabe one, but non of them worked.
