Actually it kind of is a problem with Dolphin..
Yes it's true that ATI's drivers are sub par and usually of poor quality, but according to reports Dolphin is the only emulator that suffers from this. PC games generally don't suffer from memory leaks either, Dolphin along with maybe a select few emulators exhibit these memory leaks.
It has to do something with the coding in Dolphin and the ATI drivers, but it isn't the sole fault of the ATI drivers since other emulators don't exhibit this same behavior. So it's an ATI and Dolphin issue and both are equally at fault.
