Unless you're doing heavy video-editing (or playing Crysis at 2560*1600) in the background I don't know what could be using up all of that RAM.
Altho I have 4GB of physical RAM I can only use 2.8GB on my x86 system.
Is your system using more than 1.8GB of memory before you start Dolphin? My system is using 1.81GB right now as I type this with about 20 firefox tabs open, Windows Live Mail open and Task Manager open. Also Vista's superfetch propogates RAM usage. BUT, even if you are using more than 1.8GB, superfetch should get out of the way and give Dolphin the RAM.
that is 0.3 x 2.8gigs = 0.84gigs
so it should be able to grab 1gig of memory
maybe the problem is the memory has to be 1 contiguous giga and dolphin can not re-arrange memory to get 1 contiguous giga
