Hi , at the moment my OS is Windows XP sp 2 32bit but i would like to know if a 64 bit OS improves the FPS on dolphin.
Im looking forward to install Windows 7 Home Premium 64 bit edition.

Yes it does. Win 7 will give you a small speedup over xp and 64 bit will give you a large speedup over 32 bit. So upgrading from xp 32 bit to win 7 64 bit should give you a very impressive increase in speed. However you should know that 64 bit dolphin uses a lot more memory than 32 bit so you should have at least 2GB of ram and it's recommended to have more than that.
