i used to run dolphin on a pc years ago but lately ive only gamed on my odroid ux4. now im looking for a small device i can use dolphin on. i would like to stay with android or at least a small device on a full tower so i was thinking of the nvidia sheild tv? Will it get better with updates to the android port? can it handle most games well or do i need an intell nuc or something more powerful?

If you can buy an actual powerful desktop or laptop, it will be better for you.
If you decide to go the Android way, then yes, the Shield TV will yield very nice results. It has the best mobile GPU drivers out there. It does have an ancient, weak CPU, so certain games might be out of reach.
