I have a Core2Duo E8500, 4 GB of Ram, and a Geforce 9800 GT so a slow PC is definitely not an issue.
Some games exhibit little to no slowdown with EFB -> Ram, while others have massive slowdowns with this option, it depends on how much EFB -> Ram is being utilized by the game.
There is virtually no slowdown on Twilight Princess and some other games, while FPS in NSMB will be halved with this option enabled. I'm sure you'll realize that Copy EFB -> Texture in much faster for most games than Copy EFB -> Ram. Despite Copy EFB -> Texture being faster it does have downsides such as no spinning coins, no spinning question marks on item boxes in NSMB. Also without Copy EFB -> Ram in NSMB, any coins that are knocked down with power blocks will be invisible. Then there is also the invisible never-ending goop issue in Super Mario Sunshine with Copy EFB -> Texture.
