DX11 Flicker on Bottom of Screen

Specs in profile.

No matter what game I play I get a very thin strip at the bottom of the screen with corrupted graphics and constant flickering if I use DX11. Unfortunately DX11 is required to play Custom Robo Arena, so I'd like to know if anyone knows something about this issue.

Also, Metroid Prime 2 has constant flickering of the entire screen no matter what Backend I use for graphics.
