Dumping games and regions?

I'm thinking of importing a copy of the Japanese version of Paper Mario TTYD as I've heard that there are some glitches and exploits that can ONLY be done with this particular version of the game. However, would dumping the Japanese version require me to also have a Japanese console, or can the dump be done with any GC console?
