That's why you use DDS BC7... And not any of the other formats... That or use ARGB8 for the full intact quality, but I wouldn't recommend that. BC7 is fine enough. I recommend using AMD's Compressonator for generating the BC7 textures. The quality compression loss is barely there, and the benefits are much higher. You can counter it by using a high enough resolution for your textures.
As for a DDS conversion tool. Use Bighead's Custom Texture Tool. You can't get easier than that. I usually just let it batch process the conversion at night. But that's just really only if ya have tens of thousands of textures like I do.
Trust me, if you intent stick to PNG only you risk losing out on a great deal of your userbase. But it's your pack, so I can't force ya to do it (through it goes against my instincts when I happen to see someone do it this way lol).
Also, don't throw away the PNG pack in favor of a DDS pack. Keep both and share both. The PNG pack is perfect for keeping source material.
