Double Textures with HD texture pack

I am having an issue where my hd textures are showing up as doubles on Super Mario Sunshine. Example: the first nintendo logo that pops up there are two of them right next to each other. Anyone have any ideas what might be causing my problem?

Are you using Direct3D (Direct3D11 in the stable builds)? This backend currently has issues with HD textures; it's recommended to use OpenGL instead.

If you still get issues with OpenGL, post your settings from Dolphin (as screenshots) and take a screenshot of the problem in action. Also link us to the texture pack you're using in.case we need to try and reproduce the error.

I will try OpenGL. I couldn't get the textures to load with OpenGL but I will play around with it and see if I can and post back.

Ok I have tried to get textures with OpenGL with no luck. I have tried different versions of dolphin and still nothing. Any specific game options I am missing that might be causing this? I have load custom textures checked.

Well I can't get any textures to load with OpenGL. With Direct3D I get things like this...

Are you using guru64's links or the links razius posted? If you're using guru64's, his are for the PAL (European) version of the game. You'll have to manually rename the textures, since it looks like you're using an NTSC version (NTSC versions of this game run at 30 FPS, PAL runs at 25, so your screenshots tell me which you have). If you're using guru64's rename the textures (this is explained in the first post here: https://forums.dolphin-emu.org/Thread-super-mario-sunshine-hires-texture-pack) or just use razius' links to avoid having to do anything.
