Even the dual core option we have is technically a hack, and there are still things that don't work correctly with it, so it really does all come down to raw, individual core performance for a CPU.

I have new idea. We still talk about MS creators program (thank to which we emulated consoles) but this program has limited sources (2cores of CPU, 1GB RAM, 45% of GPU etc).
Nonetheless exists ID@xbox program for indie developers (please visit http://www.xbox.com/en-us/Developers/id) which enables access to full performance of Xbox (8cores, 8GB RAM, 100% of GPU etc). If I am right then we can play all (still unpublish) games and apps created under ID@Xbox program with our Xbox consoles run in developer mode. Then we need only access to SDK of Xbox console or somebody guy work with SDK in some studio in ID@Xbox program. What do you think about it? PS Unfortunately I dont know anyone work under ID@Xbox program
You're still forgetting about the fact that the XBox One's CPU is too slow to be worth anything in Dolphin. Also, AFAIK, signing up for that program means your unrestricted application can only be distributed through the store.

Whenever somebody here said that the xbox one is too weak for properly running Dolphin, that already was with the full power of the xbox in mind. If you get 4 cores instead of 2, that might up the performance by 20-30%, but you want a 100%+ performance boost.

It was only an a idea. I come from the assumption that if Xbox ONE can emulate Xbox 360 and original Xbox, then ONE is able to emulate GameCube too.

Parts of the hardware in the XBox One are similar enough to the original XBox that it doesn't necessarily need emulating with any particularly complicated methods. As for the 360, to emulate it, parts of the games are not done in real time, either because part of the original source code for each compatible game has been recompiled for the new hardware, or because enough is known about the original hardware and software that tonnes of potentially unsafe game-specific hacks that something like Dolphin can't feasibly do.
Finally, a lot of games from the first two XBoxes don't actually run at their intended framerate on the XBone, and only appear to run at full speed because Microsoft has enough information about the original games to tweak the speed they expect to run at.

Dolphin doesn't need many cores or much RAM, provided that it's allowed to use enough of the address space for FastMem to work.
