Untick "Enable Cheats"
Untick "Lock threads to cores" Untick "Insert SD card" Change Wiimote plugin to "Wiimote New" Change Aspect ratio to "Auto" Untick "EFB scaled copy" Leave the other settings like in the screenhot. That will be the fastest set-up. 09-30-2010, 08:53 AM

Right click the game in the game list and select properties. Untick "Enable MMU".

Now untick audio throttle. Change EFB scale from fractional to 1x (1x is quicker). Untick progressive scan.

The reason why the game is slow is because the Athlon II x2 CPU is definitely not a great CPU in general (one of the lowest of the low when it comes to budget CPUs) AND you have it clocked low.
Now, considering Dolphin is primarily a CPU dependent program of course you will get low performance.
