DolphinTool.exe wont open

when I click on DolphinTool.exe a box appeares for a blink of an eye and then disappears. I tried it while Dolphin was running and while it was closed. I have installed the windows visual c++ and it said that it only needed to repair it. after that I tried to Install it again and this time it gave me a aystem faloure as a output (screenshot in the attatchement(its german btw)). If anyone has any idas what the problem could be, I woud really appreceate a reply
