I just recently got an ASUS ZenPad 3s 10 z500m and I'm wondering if dolphin will run on it.

It will run but the lack of recent OS updates won’t be good for emulation quality. Very lightweight titles may be playable but don’t expect a wide variety of games to work.

So I guess there's no way to make it run faster?

You try adjusting the "emulated cpu clock" speed hack.  Depending on the game underclocking the cpu can greatly increase performance.  Just know that using the hack may introduce game breaking bugs.

Is it maybe because it uses mediatek gpu it runs slow?

It's a relatively old GPU, and even then wasn't a particularly fast one. Plus they (Asus and/or mediatek) never updated the drivers to pull in fixes for dolphin.
