It would probably be easiest to copy the whole Wii/title/ folder. Do keep in mind that this folder also contains save data. You can map the home button to a controller input. Then, bring the home menu via a controller.

I downloaded Wii menu .wad file from NUS.
Then pasted the Wii folder from laptop to my phone. I had earlier installed nand from my wii on my laptop. Now just load the wii menu .wad file. It will run the wii menu on your phone. Now you don't need to run a game for getting the wii menu. 06-02-2020, 03:16 AM

Go to the Wii menu through the home button on any Wii game or open file than chose Wii menu wad.

You need to do it from a Wii game which is of the same region as the installed Wii Menu.
