Lower end parts will run, but they wont run nearly as fast. For example, the core 2 in my laptop is more midrange and so while it runs most games at full speed, its not consistent. Sometimes it'll drop to less than half if a lot is going on at once, and if its not going full speed during a cutscene, the audio and video will get out of sync like your problem describes. Even if the framerate goes back up it'll stay out of sync, because the audio and video are from two seperate sources running at the same time, rather than one source where the video and audio are dependent on one another.
