Why do you need to free up 500MB? That's pretty much nothing in the era of $99 2TB hard drives. *shrug*
To answer your questions.
1. If you haven't set anything up on it (like Project M), SD.raw pretty much does nothing. It doesn't have wii saves or anything. Just be careful deleting stuff from the wii folder.
2. You can delete the shader cache without any issues. When you run games the shadercache is automatically created, so if you are playing lots of games it will balloon back up pretty quickly... but it's ok to delete it. You'll just have some stuttering when you first run a game until the cache is made.
