My cpu has 4 cores and 8 threads. Apparently dolphin isn't using even 1 core to its full capacity as cpu usage is 10 -15 percent always.

There's nothing to say that it's still not running as fast as it can. Frequently, the CPU is stuck waiting for the GPU, so even if it isn't running at max capacity, it still can't go any faster. But just in case, you can make sure the "dual core" option is checked. This sounds like a separate issue, though. For now, it would be a good idea to post your graphics settings.

The gpu seems to have no effect. The internal resolution and AA settings don't work at all. Games always run at native res. Here are the settings :

I wonder if restarting the PC (Alt+F4 while in Desktop -> Reset) could be of help.

I´ve heard (and read a lot) that Fast Boot loves to mess up things. For instance, if I don´t restart my laptop after first turning it on I have to deal with the brightness controls not working.
Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

Rig 2: Windows 10 Pro | Intel Core i7-2640M @ 780/2800/3500 MHz | Intel HD 3000 Mobile | 8GB RAM | Dell Latitude 6320.

Didn't work. I think this might be related to the gpu not changing the resolution or AA. I mean, that's not normal right?

Make sure there aren't any driver settings like forced AA or something. It also wouldn't hurt to run DDU and reinstall your drivers.
