I think I'm not the only one who is having this problem.I didn't have any problems before but when I closed the emulator than opened it the next day It started to run really slow.I searched a lot but didn't find anything.Well I dont understand a lot about computer systems and if it's English it becomes too hard to understand to me.(Because I'm still learning English and dont know a lot about computers).Anyway that percentage at the top of the window cant get above 40 or 50.But rarely it goes to %100 for a short time then fell again.I hope I could explain what I mean. Please help!

What are your PC specs? What games are you playing? What Dolphin builds have you tried? Which settings were you using?
... You really need to fix your profile. Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

No idea about FE and Megaman, but SMS and SSBM shouldn´t give you much of a problem.
Your CPU is rather limited due to it being an ultra-low voltage model; it will start to slow itself down the moment it starts to accumulate heat. You should set high-performance mode, both in the Intel HD panel and Windows. Also, you should try the latest dev builds (scroll down in the "Download" page). I found the problem at Windows's power settings.I setted it to slow my computer and use less power because of my computer used a lot of power. Now I corrected it.Thanks to you I found it!
