Dolphin speed up issue over gamestream

Hi first time posting on this forum, thanks for any help!

I've been having a strange issue with dolphin over gamestream from my pc to nvidia shield. Speed ups in gameplay seem to happen at random and make any game pretty much unplayable. The issue happens only when I have multiple controllers connected and increases in frequency as I add more players. For reference I have been using bluetooth xbox one controllers. I haven't been able to recreate it on my PC with two controllers connected but I'm pretty sure it is an issue with dolphin and not gamestream as I have played cemu and steam multiplayer with no issues.

I'm currently using 13963, had the last stable one and tried to update to fix it but the issue persisted. I don't think its my computer as I use other builds of dolphin all the time (Slippi and ishiiruka) with no issues.

Speed is set to 100%, I've tried OpenGL, D11, and vulkan and it happens with all of them. It is every game (MKDD, Strikers, Kirby air ride, SSX3, NFL Street2) I've tried to play so far including ones with and without texture packs. Has anyone heard of this issue before?

Look at you hotkey setting, it default should be on tab for disable emulation speed limit but maybe it on a button for the controller or mouse and it get trip by accident causing that to occur.
