why does the dolphin 5.0-16099 always begin with 180 fps and vps 300%????

Replying the same day to your own post complaining about a lack of speed doesn't earn you any goodwill from the volunteers here on the site you know.

Under Config > General Tab > Basic Settings > Speed Limit set to 100% (Normal Speed)? If its blank or set to something else, try setting it to 100%.

If that's not the issue, please post pictures of your settings s owe know how you have Dolphin setup.
