What's the problem?
After creating a shortcut in the Games Explorer to Dolphin.exe and clicking on it, Dolphin doesn't load the saved settings. This also happens when you navigate to Dolphin.exe from the start menu. Also, clicking on the Configure menu button pops up a warning that says "Trying to read from invalid SYSCONF" six times. No plugins are loaded.
Dolphin version with the problem (as it appears in the title bar, Ex.: "R

Operating system and version: Windows 7 Professional
