Dolphin (Seemingly) Randomly Started Running Games at 70% Speed

This problem has still not been resolved. I tried a couple more things (aero windows to basic, static wallpaper) but I never changed these things from when it did work to when it started not working. I did, however, get a tiny FPS boost. I would really like some help here.
