Can you try both fullscreen modes? Do you have Aero enabled? Did you try opengl and d3d? Oh, and only the vsync setting in Dolphin matters, the one in the gpu driver usually does not work from my experience, not even for opengl.

I apologize for the incredibly late correspondence, I thought I had this thread set for email updates - it appears I did not.
Yes, Windows Aero is enabled; As for OpenGL, I get the same screen-tearing. Regarding "both" fullscreen modes, I'm afraid I only know of one, so I'd appreciate some clarification on that.
I've yet to try out d3d, and will test it tonight, when I get the chance.
