When I plug my laptop in, the games run at about 50fps, but when my laptop is on battery, they run at 60fps. I made sure that the power plan is on high performance, and it's not an optimization issue.
What I do notice is that in task manager, when the laptop is plugged in, the integrated graphics are being used much less and the dedicated graphics are being used much more, but when on battery, it seems they split the job.

EDIT: By the time this post went up, I had figured out the issue. I don't know why, but making dolphin run on the integrated graphics (by right clicking and choosing the graphics processor) instead of the nvidia one fixed this.
