Dolphin runs slow on my PC. Help me please?

Hi all, i have a HP ultrabook, like this:

Operating System: Windows 8.1 Pro 64-bit (6.3, Build 9600)
System Model: HP Pavilion Sleekbook 14
Processor: Intel® Core™ i5-3317U CPU @ 1.70GHz (4 CPUs), ~1.7GHz
Memory: 4096MB RAM
DirectX Version: DirectX 11
Card name: Intel® HD Graphics 4000
Display Memory: 1792 MB
Dedicated Memory: 32 MB
Current Mode: 1366 x 768 (32 bit) (60Hz)
D3D9 Overlay: Supported
DXVA-HD: Supported
DDraw Status: Enabled
D3D Status: Enabled
AGP Status: Enabled

And Dolphin 4.0.3367 looks better than my real wii @ normal yellow-red-white cable and USB capture device on my coputer. The thing is that it runs very very slow. Like 17~19FPS. I have it using the D3D or OpenGL backends and every video option on default. I don't know almost anything about optmizing it for my hardware and resolved to ask if i can get some FPS more fom it.
Of course i know Dolphin running in this computer is a miracle but i thought i should ask.
So any idea? (frameskip = 1 gave me stuttering animations)
I want to play Sengoku Basara 3 USA.

Your cpu is slow.

Your CPU is U series, this series uses ultra low voltage and thus isn´t very fast at all as you can see from its clock speed (1.7GHz) If you want to play games on the emulator I would recommend you to get a better CPU (A very recommended laptop CPU is the i7-4700MQ)

Look into a program called throttleStop to force your CPU into turbo mode

Use Dolphin 3.0 , I guarantee , it will run your games much faster on your system.

It actually does , I didn't say just by myself , go ahead and look a lot of other people are talking about this weird thing.
I tried Resident Evil Remake on Dolphin 4.0 , got about 10 fps . Couldn't believe it !
Read some comments people saying Dolphin 3.0 runs it much faster , tried it. Now I get 27-28/30 fps , pretty decent speed.
No joke.

Dolphin 4.0-dev builds are way faster than 3.0 ever was and faster than 4.0, and way more compatible with less bugs.
