Example: super mario galaxy 2 drops to 75% and even 56% when looking into space.

is my system not good enough for dolphin or something?

Well you cpu is known as "faildozer" so that should give you a clue.
But you can post your settings maybe it can be sped up a little

I'm not at my computer right now so I can't post the settings but they are fine to the best of my knowledge. In terms of getting a real answer, is the actual speed of the processor too slow because I've emulated ps2 games fine and I can run most pc games on max or near max settings. I don't need any talk of "faildozers"

BullDozer suffers from low IPC , perform extremely bad on single threaded benchmark . Btw, the wii hardware is much more powerful than the PS2 hardware and pc gaming has nothing to do with emulation
Phenom II is faster than Bulldozer (Dolphin only use 2 cores )

Your cpu is not any faster then previous generation of amd processors called phenom II.
It might actually be a little slower in some cases,as admin89 pointed out.
Intel cpus are much faster.
Now,since you have it oc'd to 4ghz I would agree it is enough for most pc games,and is also enough for most games emulated on dolphin.
Problem is that you are trying to play one of the more demanding games, ( SMG2 ) so in this case,no,your system is not good enough.
It doesnt mean your system is not good enough for dolphin,and that you cant play most of the games fine - it just means it's not good enough for SMG2
But,if you used SMG2 only as an example,and every game you tried run slow,then something is wrong and you should post more info about games you tried and your settings

Super Mario Galaxy 1+2 need an Intel Core i5-2500k @ 4.4GHz/i5-3750k @ 4.2GHz to run @ fullspeed (with LLE enabled).

In most cases. We need to add the in most cases now, since rpglord came along.
OS: Windows 10 64 bit Professional
CPU: Intel i5 4670K @3.4GHz... for now @4.6GHz with a quick and dirty (yet stable) OC. May get faster in a bit before the end of time.
RAM: 16GB (Down from 24 GB after some was given to siblings)
GPU: Radeon Vega 56

Thanks for the help, I do understand that my processor's kinda shaky (I have it 'cause I got a good deal on it). I should probably try other games on it too as I can't really tell which are more demanding than others when it comes to console games. I could always bump my cpu up to 4.6 if I got a different cooler.

Mario Galaxy is one of the most demanding Wii games to emulate, specially with LLE enabled.

Btw most PS2 games require twice more power to emulate than Wii ones, except for a few games like SMG 1,2

But PS2 emulation is heavily multi-threaded, that's why Bulldozer can run faster than 2-4 core cpu
