Is there a reason that Dolpin will only run at 30-40% while my laptop is unplugged? I plug it in and like magic the emulator runs at full speed no problem. Is this a built in feature to Dolphin or is it my computers settings?

Your computers settings. Modern laptops have a long list of power saving features that are automatically enabled when they run on battery power to extend battery life. Most of them hurt performance as a tradeoff. Most notably in this case turboboost and discrete GPUs are usually disabled to save power. Which will hurt dolphins performance considerably. Either go into your power settings and tweak them to enable these things under battery power or just leave it plugged in when running dolphin.

Thanks. I will look into my computer settings. I have already tried to tweak some of the power settings but to no avail.
