Dolphin running slow...

My config :
2GB Ram
Dual core AMD 5200+
Nvidia Geforce 8800 GTS
I have enabled dual core, frameskipping and idle skipping, and I usually use the OGL plugin, and I'm using DolphinIL from Xtemu.

IMO, this setup should be able to run Dolphin at around 60 fps when I enable hacks and everything. However, this has not been the case. Of my two games Super Mario Bros Melee works the best, but there is slowdown to about 40 fps average from 50 whenever there are more than two characters onscreen. In fact, dual core seems to slow this game down for some reason. Super Mario Sunshine has highs of 30 fps and usually stays at around 20 ingame...

My question is, is this normal? Is something weird happening or is my setup just not good enough to use Dolphin?

Regular Dolphin is slow as well, both with OGL and with D3D. However, D3D can get speeds of 40-45 vps, albeit without goo showing in Super Mario Sunshine.
