It's real but it's not actually running on the emulator portion on the phone. I modified dolphin to send draw commands to my phone and display them and then send back controller input to the computer. So no, it's not an emulator running on your phone but it looks and feels the exact same.
I took at look at porting Dolphin to iOS and it looked like a daunting task that would take a ton of time to develop and may never actually work. This approach allows any emulator to run full speed on iOS but has the drawback of requiring your computer to be on.
