Dolphin Responds to Keyboard in Settings but not In-game

In the controller settings I have "standard controller" in port 1 and like in the screenshot it responds when I press a key, however when I start a game (I tested several) the keyboard "controller" doesn't work. However, the hotkey settings do. For eg. I have "pause" linked to my keyboard and that works fine, but when I'm on a start menu, "start" (return on my keyboard) is unresponsive. Any ideas? Thanks regardless.
