Dolphin requires Cheats Enabled for patches?

I have a question, does Dolphin require that you have cheats enabled to use patches? I have no games to try it with except for Zelda Twilight Princess, which only has the Hyrule Field Speedhack, and having Cheats Enabled really bunks the performance. Thanks
