What exactly do you mean with glitches? You know, Dolphin isn't perfect yet, so its unlikely that this depends on progressive scan. You can forget progressiv scan, games that you don't play in native resolution already have progressiv-scan-quality, that option just causes games to have a black screen when starting, like you described. I wonder why this option is still there...
