why wii games run at 60fps and game cube games 30 fps?

Depends on the game, they can be both for GC and Wii. When 30, it means the game devs weren't able to make it run in 60 for the console.
Specs: intel i5 3570k @ 3.4GHz;
16Gb RAM; Raedon HD 7900;

Did anyone ever see a noticeable difference? I usually cant distinguish 25fps or more, below that it gets choppy for my eyes ^^
OS: Windows 10 Pro 64bit Creators Update
CPU: AMD Phenom II X4 960 @ 3.6 GHz
Graphics Card: Nvidia GeForce GTX 960 2GB GDDR5
Motherboard: Gigabyte GA-870A-USB3 AM3+ Revision

Some games are made to run at 60fps, other are made to run at 30, etc...

What I'm asking is why making games that run at 60fps, I can't distinguish the difference from games that run at 30, E.G. Super Mario Sunshine.....
The gameplay flow and general quality looks pretty much the same, as well as controller response time and etc

You cant actively detect the difference, but your brain can on a more subconscious level. On top of that, it gives some buffer room such that if a game isnt performing as well as normal its less obvious to detect. With a 30FPS game, you only have 6 frames you can drop before its visibly choppy, whereas a 60FPS game has 36 frames.

That said, the extra frames trick only applies to games where your rendering is not synchronized with everything else, which tend not to be the case on console games.
