I'm thinking of getting a samsung galaxy tab s3 but I want to know how well it runs dolphin

About as well as most other Android devices with Snapdragon 820 SoCs.

Lightweight games will run fine, like melee, brawl, new super mario bros wii, animal crossing

but most games will lag.

From what I can tell in terms of performance the 835 isn't much of an improvement in terms of holding max clock speeds, as dolphin needs strong single threaded perf and essentially no mobile device is designed to run at max clock speeds long term

so probably not no. It won't be worse, and it will undoubtably be faster is some areas, but when you get down to it, there is no Android device that will run Dolphin as well as an inexpensive PC.

I wonder if Xiaomi Mi A2 runs Dolphin well, haven't found any YT video running on this phone.
PC: AMD Ryzen 5 3600 / GTX 660 2GB / 16GB DDR4 3600MHz / Windows 10 Pro

Phones: Poco F3 8/256GB (Snapdragon 870 5G) and Redmi Note 6 Pro 4/64GB (Snapdragon 636)

The 660 series at least has a proper 'big' arm core now - it at least has some hope, unlike the older a53 based stuff.

Snapdragon 660 overperformance Snapdragon 820/821 in some cases (even Snapdragon 636 also does in some daily tasks too) thanks to the new architecture (based on the same in Snapdragon 845). I ask about Mi A2 because it has Android One, I don't know about Android One's limitations.

EDIT: Check out Geekbench Android Benchmark list, Snapdragon 660 is pretty equal to Snapradon 820 in Single Core performance: https://browser.geekbench.com/android-benchmarks
