Making it small without sacrificing a lot of performance is easier than making it energy efficient/quiet. Just get a microATX mobo and case. Unfortunately newegg doesn't ship internationally so you'll have to shop somewhere else for parts. I'm an American so I have no idea what stores/online retailers europeans use to buy computer parts. I'm sure somebody else here can help you with that.

Or you can post some online retailers available in your area and I'll take a look at what they have.

um.....preferably in english?

My romanian is a bit rusty, in that I've never seen it before in my life. Also converting all of those prices from rons to dollars will take a long time.

Are there any modern processors that can run with only a heatsink, or (preferably) no heatsink at all? (This includes the Celeron G440.)
Temperatures 60 C or lower?
Just a thought.Undecided
(Have an old HP desktop with a 600 mhz Celeron that I want to gut at some point.)

There are. The last time I checked my smartphone has a microprocessor in it. And I don't see any fans or heatsinks on it.

Now if you want to rephrase that question as "why are there no modern x86 cpus that can run at decent temps without an HSF". Well then you're still wrong. Atom cpus can run without a fan, all they need is a small heatsink in a desktop.

Now if you want to rephrase that question as "why don't we use these types of cpus for common desktops/laptops". Because nobody would buy them. An HSF allows cpus to reach much higher clock rates and voltages than they could without them.

But is the i5 3570k enough for dolphin or should i get the i7 3770k? also can a GTX 560 handle dolphin 1080p with AA and 16x Anisotropic filtering? Huh

The i5-3750k is enough - Dolphin won't benefit from HyperThreading.

4x IR and 16x AF yeah, but no AA.
