Please keep in mind that no matter what you do there will always be some games that don't run at fullspeed. Now with that in mind I would recommend a GTS 450 if you're ok with having a graphics card that isn't low profile. A sandy bridge cpu is highly recommended if you can keep it cool and provide enough power. Ideally you'll probably want to stay with a 65W TDP model or lower just to be sure.

Intel has S and T edition cpus which have a lower TDP (thermal design power, the amount of heat energy that needs to be dissipated per second to keep the cpu within its functioning temperature range). In other words the lower the TDP is the less cooling is needed. However this has nothing to do with the power consumption of the chip, although chips with a lower TDP do tend to have a lower max power consumption as well.
