Dolphin Only Running At 50% Speed

Are you using a laptop by chance? If so open Geforce Experience and disable battery boost in preferences.

EDIT: To clarify for anyone wondering, battery boost limits ANY game to 30 FPS. This is fine on pc games but in dolphin it's vital that you get the right framerate.
