OEMs always list the default operating frequency as the clock rate. The clock rate range for that cpu is 2.1-3.1 GHz with turbo boost. With dolphin it will likely be running somewhere in the 2.8-3.0 GHz range assuming he has the power profile configured correctly.
While it might not run SMG2 at fullspeed it should be getting much better performance than 25-30 fps.

Try plugging in the laptop while running dolphin and setting the power profile to high performance. And check your temps and clock rates to make sure that turbo boost is working.
Which video backend are you using? Make sure the discrete GPU is being used and not the IGP.
