I have an ouya coming soon and I was wondering if anyone knew if it would be able to run Dolphin at all.

Under software rendering, yeah, but it'll run at worthless speeds (0-20% at best). The Tegra 3's GPU isn't OpenGL ES 3-capable, so it can't run the GLES3 backend.
Plus, the Ouya honestly sucks anyway. Don't buy one if you have pretty much anything else in existence hooked up to your TV.

Yeah, next year's Ouya should run it fine, but this one? Nah. Don't buy it yet.

In terms of there being an option to do so, it depends on how Sonicadvance1 feels about it. He'll inevitably add it at some point because eventually there'll be no reason not to; how early he adds it is impossible to predict.
In terms of it performing well if he implemented it right now? Nope, probably not for a few years.
