Yes, some NTSC games natively run at 30 FPS instead of 60 (Skies of Arcadia, Super Mario Sunshine). To a lesser extent some games may temporarily drop the FPS in certain areas (Tales of Symphonia's overworld fields, Title Screen on Wind Waker I think) but during other parts of game play they can go back up to 60.

Internal Resolution, basically the resolution at which the game is rendered. IRx1 is the native resolution of the Gamecube, IRx2 is two times that resolution (so four times more pixels rendered). Increasing IR makes the games nicer to look at.
