I'm contemplating on buying a Shield Tablet, but I'm confused on it's support for Dolphin. I heard that the ARM Cortex-A15 K1 is a 64 bit processor but the shield can only run 32 bit applications? Does this mean that the Shield will not run dolphin above over 4.6 or can it run the latest versions?

The Nvidia SHIELD Tablet runs a 32bit Nvidia K1 SoC, so it can't run Dolphin nor any other 64bit applications.

Nvidia has two K1 SoCs released under the K1 name.
One has a 32bit Cortex-A15 CPU in a 4+1 layout(Four high end Cortex-A15s and one low power Cortex-A15).
The other one has a dual core Nvidia Denver CPU in it, which is 64bit.

The SHIELD Tablet runs the 32bit K1 SoC.
The Nexus 9 has the 64bit K1 SoC.
The Pixel C as a 64bit X1 SoC.

If you plan to use Dolphin on mobile you can forget the K1 as it is too slow.
And for the price of the Pixel C you can already buy a Surface Pro 2 which can play most games on Dolphin and also PCSX2 perfectly fine.
all you need is a controller or set up touch controls using Gesturework Gameplay.

personally I'd be excited to see 8" X1 Tablets at some point.

The Surface Pro 2 runs a Tegra 4 SoC, no? I thought the K1 was more powerful than that. . .or is it something to do with the software that helps?

The Surface Pro uses ultrabook-class Intel processors.

Surface 2 RT uses Tegra 4 which can't even run any PC programs at all.
Surface 2 Pro has an Intel Core i5 haswell which is able to run TLOZ Twilight Princess at full speed most of the time.
