The title of the topic is self-explanatory.

What are the specs of a device to run -well- NGC games?

devices with strong STP, like Galaxy S7 ( Exynos 8890 @ 1.6 ~ 2.3 ), Huawei P9  (Kirin 955) and OnePlus 3 (SD 820)?

Or is it more important to have a good GPU? (Like Google Pixel C and Nvidia devices)

Always the CPU.

There is no device on the market that plays most games at full speed yet. The ones that come close have terribly buggy GPU drivers, and the *one* that doesn't have buggy drivers has a meh-class CPU.

The devices with SD 820/821s are somewhat close but again, buggy drivers and most of the games aren't full speed so enjoy stuttering audio.

I'd say about twice the speed of the Nvidia Shield TV should be good enough.

Normally you would just need a good ST CPU like exynos. But for Dolphin, a GPU with good drivers (not performance related) is quite important, and at the moment only snapdragon GPUs have relatively good drivers. So a high end sd821 device like the Oneplus 3T is the highest performance you can get at the moment.

If ARM update their gpu drivers then the mate 9 will be the best device since it has a73 cores (or the galaxy s8 when it comes out soon with the new exynos), but you shouldn't hold your breath since there is no reason to think they will as far as I know.

Exynos 8890 would be the best CPU for Dolphin if was not the poor Mali drivers. I usually compare single-threading performance of the CPUs in GeekBench 4 64-bit to define if the CPU can or can't run Dolphin well, I guess a CPU to run most heavy games at full speed (60 FPS) needs to do at least 3000 points, but a CPU with 1500-2000 points should run most heabvy games fine with 30 FPS. The 8890 does about 1700-1800 points, but has poor GPU drivers. The SD 820 does about 1500-1700, but it's too hot. Tegra X1 has good GPU drivers, is able to run any game at 1080p, but the CPU is not powerful enough to run everything at 60 FPS.
PC: AMD Ryzen 5 3600 / GTX 660 2GB / 16GB DDR4 3600MHz / Windows 10 Pro

Phones: Poco F3 8/256GB (Snapdragon 870 5G) and Redmi Note 6 Pro 4/64GB (Snapdragon 636)

Benchmarks mean nothing for Dolphin.

One plus 3t is the faster phone right now.

Achieve 22fps + in heavy games and many others at full speed
