dolphin not working, help please

I need help please, I have latest directx feb 2010 update, and latest drivers for my graphics card. I set up my options to recommended in my configurations, and i get this error.

"failed to create D3D vertex declaration!"

im on dolphin 2.0 RC1

my specs are

pentium 4 2.66 ghz
1 GB ram
128mb video card
windows xp sp3 (all updates)

help please and thanks

Sorry but there is a high probability you will not be able to play just about any games on dolphin with the hardware, regardless of your configs or revision.

I did some research and saw somewhere u need shader model 2, is this true because my graphics card only has shader 1.3

SM 1.3 is not enough for dolphin emulation
