Dolphin not recognizing the controller?

Im using a dual shock 4 controller with the scp driver package, and Occasionally dolphin won't recognize the controller. I recently opened it and checked to see if it read the controller on the setup (it did.). Then I opened the game I was going to play (xenoblade chronicles) and it stopped reading the controller. I tried reloading dolphin and i tried unplugging and replugging the controller. Neither seemed to work. I had this issue last night and it only started working again after I restarted my computer.

EDIT: Checked to make sure- windows DOES recognize the device, and alt-f5 does not fix the issue.

I thought the alt-f5 was for wii motes only?

I also had a similar issue and found out it was due to the wii motes being attached to my BT dongle. Removing the dongle from the computer or disconnected the wii motes fixed it for me.
